The Public Health Management Certificate is a year-long program that provides core management skills to newer managers working in various public health settings.
The program comprises six course blocks covering a wide array of content, including Organizational Systems, Managing People and Teams, Financial Management, Conflict Resolution, Communications, and Program Evaluation. The program is excited to announce that two new faculty members will be joining the team for this fall’s cohort.
Christian Diaz brings his extensive background in finance, budgeting, and equitable investing to the Financial Management block. This course material prepares new managers to participate intelligently in, and contribute to, financial decisions made in their role. It is imperative that they understand both the language and the fundamental concepts of financial management, and become comfortable with what is required to perform formal financial analyses.
Christian currently serves as the Assistant Dean of Finance and Administration at the Evans School of Public Policy and Governance. He previously worked as the Chief Finance and Operating Officer for the King County Department of Community and Human Services. During the pandemic Christian served as the Assistant Commissioner for Finance, Administration, and Services at the New York City Department of Health and Mental Hygiene’s Center for Health Equity and Community Wellness.

Shay Bluemer-Miroite brings her background in analysis, monitoring, and evaluation to the Program Evaluation block. In this block, scholars begin to build and evaluate their programs using practical process and outcome measures. They build their own evaluation plan for a program or project that they are currently working on for their organization.
Shay is the Founder and Principal Consultant at Ensemble Impact LLC. In this role, she partners with organizations working in complex systems to sharpen their strategic planning, support team building, and identify innovative measures to track and achieve progress. Shay has dedicated her career to supporting systems transformation through the implementation of human-centered program design and development, and has a strong track record of building collaborative partnerships that foster continuous improvement.
“I'm thrilled to be leading the Program Evaluation block for the PHMC program,” Shay explained. “I find it extremely meaningful and rewarding to teach professionals from across our region skills they can use to improve the quality of health in their communities.”
