Shay Bluemer-Miroite, MPH, is an instructor in NWCPHP's Public Health Management Certificate program. She is the Founder and Principal Consultant at Ensemble Impact LLC, bringing over 15 years of expertise in leveraging data to enhance programs and systems. With a strong foundation in program monitoring and evaluation (M&E) and continuous quality improvement, Shay collaborates with diverse teams to analyze routine data and assess program effectiveness, ensuring initiatives achieve their intended outcomes. Her ability to design inclusive environments prioritizes the voices and expertise of individuals often marginalized by existing systems, translating their insights into actionable strategies.

Throughout her career, Shay has successfully led numerous assessments and evaluations, developing comprehensive M&E frameworks, conducting training needs assessments, and building capacity for M&E professionals. Her strategic approach to program design and development emphasizes human-centered design, fostering collaborative partnerships and driving continuous improvement. At Ensemble Impact, Shay guides organizations in sharpening their strategies, creating spaces for collaboration, and identifying innovative ways to measure impact and progress toward their boldest goals.

A Michigan native, Shay has resided in Seattle, WA for over 15 years. She holds a Master’s degree in Public Health from the University of Washington and a Bachelor’s degree in French and Environmental Science from Western Michigan University.
